DEVELOPMENT REGIONS WILL ACT LIKE VIRTUAL STATES

Ritesh: - Ha ha ha…I just laughed after hearing the news that the current CM of Andhra Pradesh, K Roshaia has put up his hands regarding the Telangana issue. He is now seeking help from others to resolve this issue. He is very confused now, about what to do and what not to do.

Jeetender: - That has to be, boss. On one side, the people of Telangana are protesting and on the other hand, the MLAs of coastal Andhra region and Rayalseema region are resigning. There are many political leaders, who are totally swinging their viewpoint by 180 degrees.

Sharmilee: - He he he…the son of YSR as well as Mr. Chiru is now demanding for a United Andhra Pradesh.

Babloo: - They are smart to take that action, because if the Central Government pass a bill regarding the formation of a separate Telangana state, then we will surely see a decline of the Pearl City of India.

Jeetender: - If you form Telangana, then, everyone will claim for their own states; which will again indirectly ruin the Indian economy. If you form a new state, then you have to allocate some money for that state as per the norms of Indian Constitution. As a net result, the fiscal deficit is bound to increase.

Ritesh: - But, Telangana state needs to be formed. It is a very old issue.

Arindam: - The reason, why the people of Telangana wants a separate state, is due to its non-development. However, after forming a separate state also, including Hyderabad, the dilemma of Telangana people will not be solved. Rather, the problem will increase further. Try to understand the brutal truth that Coastal Andhra Pradesh has a good agricultural land backup, with large docks and good industrial factories. When you are forming a separate Telangana state, it looks like as if you are breaking alliance with your powerful allies and after that, your survival will be at stake.

Sharmilee: - Well, you are right, Arindam, but, it is also true that as a part of Andhra Pradesh, this region is still under-developed. No one has done anything for these rural regions, except for that Hyderabad city.

Arindam: - Now, when everyone knows the fact, then why all the party members are not sitting together and discussing the future plans for this AP. If they really want to do development of AP on whole, then firstly, they have to stop this Telangana movement. Secondly, they should regard United Andhra Pradesh as a combination of three Development Regions and they are Telangana, Coastal Andhra Pradesh, and Rayalseema.

Jeetender: - figuring out three different development regions in a state does not necessarily mean that those regions will be having developments.

Arindam:- But, if they pass a bill in the AP Assembly that whatever development schemes will be decided by the Indian Government or AP Government, will be allocated in these three regions in a ratio of 35:33:32 for Coastal Andhra, Telangana and Rayalseema respectively. As Coastal Andhra has larger area than Telangana and Telangana has larger area than Rayalseema, so, the ratio of development has been kept proportional to the per sq. Km area of these development regions.

Babloo: - Now, who will monitor the development of these regions? Suppose, AP government has sanctioned irrigation development schemes for all farmers of Andhra Pradesh. Say, they have sanctioned 100 crores for this scheme. That means that Telangana region will get 33 crores, Coastal Andhra will get 35 crores and Rayalseema will get 32 crores. Now, if there is no development, whom will you question? See, in this case, AP government has done their job by sanctioning the money to all these three development regions.

Arindam: - In that case, the leader of the ruling party of that development region will be questioned. See, after every assembly election, the party, which will won majority of seats in those development regions, will be given the power to improve that region. For example, say, if there is a Congress MLA in Rangareddy district who is taking care of its development, but as that district falls under Telangana region, the KCR can also be questioned, if there is no development. Even, the ruling party of that development region can escalate about that Congress MLA, if he is not performing well for the development of that region.

Sharmilee: - So, you are indirectly trying to say that in the United Andhra Pradesh, the three “DEVELOPMENT REGIONS WILL ACT LIKE VIRTUAL STATES,” in terms of their functioning, and it will improve the administrative efficiency.
